Area of Focus
Mr. Hughes serves as counsel in the Real Estate, Infrastructure and Public Finance group at Kamlet Reichert. He is an experienced project developer, contract negotiator, construction counsel, and claims manager for industrial and heavy infrastructure projects.
Prior to joining Kamlet Reichert, Mr. Hughes served as Vice President & Chief Counsel of CH2M Hill Constructors, Inc. In this capacity, he provided the legal and risk management framework for the company’s Design/Build/Operate business. While at CH2M Hill, Mr. Hughes was responsible for overseeing international and domestic project development and management for water, wastewater, federal, transportation, and environmental projects. He was also Counsel to the President of the company’s Water Business Group and to the U.S. and Canadian operations managers.
Prior to CH2M Hill, Mr. Hughes was Principal Counsel and Assistant Secretary to Bechtel Corporation. In his 24 years with Bechtel, he was responsible for energy legislative affairs in the Washington Executive Office, then for both fossil-fired and nuclear power projects for the San Francisco and Houston regional power offices. He then spent five years in the London petroleum division, covering offshore oil production projects in the North Sea, Egypt, and Qatar, and refinery and LNG projects in Indonesia. Then, as Principal Counsel for Bechtel Civil, Inc., he was responsible for all legal services for the infrastructure division delivering new transit systems, airport expansions, dam and hydroelectric facilities, port and cargo handling facilities, and municipal and state penal institutions, including substantial project financings.
